“What we said is once we have 40 million doses (of the vaccine), the donation can start,” Sibelius told CNSNews.com. “There’s an agreement (of) 10 percent donation that 11 nations have made,” she said.

HHS has ordered about 250 million doses of the vaccine, so the donation would begin after the U.S. received just 16 percent of its original order.

Sebelius made the remarks at a Senate Homeland Security Committee hearing on the government's preparations for dealing with the H1N1 flu virus outbreak. Education Secretary Arne Duncan and Homeland Security Secretary Janet Napolitano also provided testimony at the hearing.

The nation’s top health bureaucrat said the government would still donate to foreign nations part of the stock of vaccine purchased by the U.S. government despite delays in getting the vaccine to American citizens, which she said puts the nation “at the point where demand is ahead of the yield.”

“We will do our best to ramp up the production and continue to push it out the door,” Sebelius said.  Sebelius responded: "Well, I think the balance is difficult. The president clearly has made it clear that his priority is safety and security of the  American people, and immediately he also adds that we're a global partner. • Department of Justice: $17 million, matching the request, for counter-terrorism activities and to provide training and assistance for the Iraqi criminal justice system

The White House  on Friday highlighted a new multi-million-dollar technology fund for Muslim nations, following a pledge made by President Barack Obama in his landmark speech to the Islamic world.

The White House said the US Overseas Private Investment Corporation (OPIC) had issued a call for proposals for the fund, which will provide financing of between 25 and 150 million dollars for selected projects and funds.

The Global Technology and Innovation Fund will "catalyze and facilitate private sector investments" throughout Asia, the Middle East and Africa, the White House said in a statement.

Eligible projects would advance economic opportunity and create jobs in areas like technology, education, telecoms, media, business services and clean technology, the White House said.

OPIC said sample projects could help foster the development of new computer technology or telecommunications businesses, or widen access to broadband Internet services.

White House Escalates War on Fox News

The White House escalated its offensive against Fox News on Sunday by urging other news organizations to stop "following Fox" and instead join the administration's attempt to marginalize the channel.

White House chief of staff Rahm Emanuel told CNN that President Obama does not want "the CNNs and the others in the world [to] basically be led in following Fox."

Obama senior adviser David Axelrod went further by calling on media outlets to join the administration in declaring that Fox is "not a news organization."

"Other news organizations like yours ought not to treat them that way," Axelrod counseled ABC's George Stephanopoulos. "We're not going to treat them that way."

By urging other news outlets to side with the administration, Obama aides officials dramatically upped the ante in the war of words that began earlier this month, when White House communications director Anita Dunn branded Fox "opinion journalism masquerading as news."

On Sunday, Fox's Chris Wallace retorted: "We wanted to ask Dunn about her criticism, but, as they've done every week since August, the White House refused to make any administration officials available to 'FOX News Sunday' to talk about this or anything else."

The White House stopped providing guests to 'Fox News Sunday' after Wallace fact-checked controversial assertions made by Tammy Duckworth, assistant secretary of the Department of Veterans Affairs, in August. Dunn said fact-checking an administration official was "something I've never seen a Sunday show do."

"She criticized 'FOX News Sunday' last week for fact-checking -- fact-checking -- an administration official," Wallace said Sunday. "They didn't say that our fact-checking was wrong. They just said that we had dared to fact-check."

"Let's fact-check Anita Dunn, because last Sunday she said that Fox ignores Republican scandals, and she specifically mentioned the scandal involving Nevada senator John Ensign," Wallace added. "A number of Fox News shows have run stories about Senator Ensign. Anita Dunn's facts were just plain wrong."

Fox News senior vice president Michael Clemente said: "Surprisingly, the White House continues to declare war on a news organization instead of focusing on the critical issues that Americans are concerned about like jobs, health care and two wars. The door remains open and we welcome a discussion about the facts behind the issues."

These latest rallies are a response to blatantly biased media coverage of the center-right taxpayer protests,which began in February as a response to Washington’s unprecedented deficit spending. The ”Teaparty” movement gathered steam through the spring and summer with a series of nationwide rallies. My first full exposure to an American dominant media “big lie” was during the run-up to the 1992 presidential election. In March of 1992 President George Bush Sr. was considered unbeatable with an approval rating of 90% due largely to the collapse of the Soviet Union and a stunning Gulf war victory. Bill Clintons campaign decided to attack Bush on the economy. The only problem was that the economy was flat, or debatably in one of the mildest recessions ever recorded. Inflation was low and so was unemployment. The Clinton campaign boldly adopted the lines ” George Bush has the worst economic record of any president in 50 years” and “worst economy since the great depression”. I was amazed when the vast majority of print and television media reported and repeated these lines month after month without laughing. I’m not an economic wizard but I did know that president Jimmy Carter presided over an ever worsening economy with 18% inflation, double digit unemployment, and interest rates over 18%.

As a recent immigrant to the U.S. I was very interested in watching an American presidential election up close but I was unprepared for what transpired. Bill Clinton won the 1992 election with easily refutable lies fed to an overtly partisan media frenzy. As I watched it all unfold on television I felt as if America had failed my expectations. Prior to the 92 election I had resided in the Dominican Republic for a decade and observed three elections there and had not seen the media behave so poorly.

Marchers adjacent to NBC news in Denver were completely ignored by the news giant this past Saturday.
