NYPD: Unverified Radiological Threat Made To NYC


NEW YORK (Reuters) - New York city police increased security throughout Manhattan on Friday and at bridges and tunnels in response to what they called an “unverified radiological threat.”

But they said the city’s alert status for an attack was unchanged at “orange.”


The New York Police Department said in a statement it had increased the deployment of radiological sensors on vehicles, boats and helicopters and had set up vehicle checkpoints in lower Manhattan and at bridges and tunnels.


Police confirmed the increased security was in response to receiving information that a dirty bomb may go off around 34th street in Manhattan on Friday evening.


The Empire State Building, New York City’s tallest building, Madison Square Garden and Macy’s department store are in the 34th Street neighborhood.


New York Mayor Michael Bloomberg said the police had received the threat from the Internet but stressed there was no reason to believe this threat was any different from countless others since the September 11 attacks.



A spokesman for the Department of Homeland Security in Washington said they assessed the radiological threat to New York as “unsubstantiated” and there was “no credible information telling us there is an imminent threat to the homeland at this time.”


New York has remained on an orange alert — the second highest such level, below red — since the September 11, 2001, attacks that destroyed the World Trade Center.

New York police played down the increased security.


“It is stressed that these deployments are strictly precautionary and not the result of any verified threat,” NYPD Deputy Commissioner Paul Browne said in a statement.
And Bloomberg also sought to soothe New Yorkers.


“Earlier this evening, the NYPD began taking several public precautionary measures visible to New Yorkers to guard against an unverified threat that was found on the Internet,” he said.

“These actions are like those that the NYPD takes every day — precautions against potential but unconfirmed threats that may never materialize,” Bloomberg said.


“As New Yorkers, we’ve gone about our lives even with the daily threat level at ‘orange’ every day since September 11, 2001. That threat level has not changed because of this unverified threat, and we shouldn’t let anyone terrorize us by spreading fear.”


At Herald Square, the heart of the 34th Street area, late on Friday evening, there was no visible sign of increased police security as New Yorkers went about their regular activities.

Chertoff’s ‘Gut Feeling’ Could Be a Nuclear Detonation

Experiencing extreme intestinal discomfort, U.S. Homeland Security Secretary Michael Chertoff said in Chicago last week that America faces a heightened chance of an attack this summer.

“I believe we are entering a period this summer of increased risk,” Chertoff told the Chicago Tribune’s editorial board in a blunt assessment of America’s terror threat level.

“Summer-time seems to be appealing to them,” he said of al-Qaida. “We do worry that they are rebuilding their activities.”



Chertoff indicated his remarks were based on “a gut feeling” formed by past seasonal patterns of terrorist attacks, recent al-Qaida statements, and intelligence he did not disclose.

Days before Chertoff made this announcement, ABC News reported that a secret law enforcement report prepared for homeland security warns that al-Qaida is preparing a “spectacular” summer attack.


On Tuesday, ABC News also reported that “new intelligence suggests a small al-Qaida cell is on its way to the United States, or may already be here.”

Adding more fuel to the mounting fears, FBI Director Robert Mueller confirmed to NewsMax that al-Qaida intends to detonate a nuclear device that would kill millions of Americans. He said that the threat is so real he lies awake at night thinking about the effects of such an attack.



These unprecedented announcements are based on the realization that al-Qaida has achieved its goal of developing nuclear and radiological weapons for a simultaneous attack on seven to 10 American cities.

Bin Laden’s first purchase of nuclear material dates back to his stay in the Sudan. In 1993, he purchased a canister of weapons-grade uranium from black-market agents, including a Sudanese official, who obtained the material from Valindaba, a nuclear manufacturing facility near Pretoria in South Africa.



The uranium was tested at an al-Qaida laboratory in Khartoum. The canceled check for this transaction remains within the Alec File, the file on bin Laden at the CIA. The CIA agent in charge of the file was Michael Scheuer, who headed the agency’s bin Laden unit. Scheuer also authored the best-selling book “Imperial Hubris.”

Upon his return to Afghanistan, bin Laden made additional purchases of off-the-shelf nukes and nuclear material from the Chechen rebels, the Russian mafia, and various sources in the Ukraine, including international arms dealer Semion Mogilevich.

On one occasion, Mogilevich provided bin Laden and company with twenty kilos of uranium-236 that had been enriched to 85 percent — far above the standards of enrichment for weapons-grade material.


These sales have been verified by British, Israeli, Russian, Saudi and Pakistani intelligence, leading media sources (including The London Times and BBC), and U.N. weapons inspectors, such as Hans Blix.



Bin Laden and Ayman al-Zawahiri, his favorite sidekick, have been open and candid about these purchases. On one occasion, Zawahiri quipped that such weapons were available from the former Soviet Union to anyone with $10 million.


In the wake of 9/11, empirical proof of the existence of bin Laden’s nuclear/radiological arsenal was uncovered in the caves of Kandahar where U.S. troops uncovered a canister of uranium-238 and at Turnak Farm (the al-Qaida underground laboratory on the outskirts of Kandahar) where CIA officials came upon jars of yellow cake (highly enriched uranium) and additional canisters of uranium-238.


On Oct. 11, 2001, Israel’s Mossad arrested a Pakistani operative who tried to smuggle a plutonium-implosion devise into Israel at the checkpoint at Ramallah.


The operative, who had ties to al-Qaida, later died of radiological poisoning. And two British agents managed to infiltrate al-Qaida from a London mosque. They were sent to Heart, Afghanistan, where they saw radiological bombs being prepared for the great jihad. The bombs were never recovered.


More evidence came with the arrest of Dr. Sultan Bashiruddin, the former Chairman of the Pakistan Atomic Energy Commission, and Dr. Chaudry Abdul Majid, the chief engineer for the A.Q. Khan Research Laboratory.


These scientists admitted that they met with bin Laden, al-Zawahiri, and other al-Qaida officials on several occasions to offer technical assistance on the group’s “Manhattan Project.”

They testified that bin Laden had obtained enough weapons-grade material from the Ukraine to manufacture so-called “bespoke nukes” (devises with explosive yields in excess of 10 kiloton) and that many other scientists and technicians from Pakistan were in bin Laden’s employ.


News of the American Hiroshima — the plan to detonate seven nuclear devises in seven major U.S. cities — was uncovered from the laptop of Khalid Sheikh Mohammed, al-Qaida’s military operations chief, who was arrested in Karachi on March 2, 2003.

From the same source, coupled with “pocket litter” from prisoners and dead al-Qaida soldiers, U.S. officials learned

*** that the individual singled out to commandeer the attacks was Adnan el-Shukrijumah, a naturalized American citizen. ***

The FBI issued a BOLO (Be-on-the-lookout) for any sightings of el-Shukrijumah and placed a $5 million bounty on his head.

But the wily Adnan, who was trained as a pilot and a nuclear technician, has managed thus far to escape capture.


The threat of the American Hiroshima received tell-tale confirmation with the death of a Pakistani with ties to al-Qaida of radiological poisoning in Kearny, N.J.

More bad news about the planned attack came from al-Qaida agents who were arrested in Pakistan in the wake of the “Waziristan Summit” — a gathering of the al-Qaida high command in the tribal province of Pakistan during March and early April of 2004.


When questioned by CIA and ISI officials, Sharif al-Masri, one of the collared terrorists, said that several of bin Laden’s nukes had been forward deployed to Mexico for transport into the U.S. by Latino street gangs.


This report was supported by Hamid Mir, the only journalist to interview bin Laden and al-Zawahiri in the wake of 9/11.


Mir confirmed from his sources that the weapons had arrived in the U.S. and were being readied for the next attack on American soil.


He also said that he recently interviewed an Egyptian scientist who had lost an eye while testing one of bin Laden’s nuclear weapons in the Afghan province of Kunar.

Further alarms of al-Qaida nukes on American soil were sounded in recent months by British intelligence following the interrogation of 45 Muslim physicians involved in the recent terrorist attacks in London and Glasgow.


Will the American Hiroshima occur this summer?

The answer to this question is anyone’s guess.

Most experts agree that the bombs are in place and are being prepared for detonation. But the timing remains uncertain since bin Laden is a model of patience.


His favorite Islamic verse is as follows: “I will be patient until I out-patience patience.”

In the meantime, Chertoff needs more than a doze of Maalox. He may want to store up a supply of iodine tablets in order to survive what bin Laden and his boys have in store for him and the rest of us.

This change includes an increased deployment of radiological sensors — including those mounted on vehicles, boats and helicopters as well as those carried by NYPD personnel.

In addition, vehicle checkpoints are being established in New York City, including lower Manhattan, and at certain approaches to the city from neighboring areas.

These efforts are not in response to a verified threat, the department spokesman said.

They call it “Operation Highway Sniffer” — a military-style title for a series of anti-terrorist checkpoints set up by the Suffolk County police.

And it’s happening Monday on a Long Island Expressway rest stop.

The police will set up specialized equipment to detect radiation, explosives and other terror-related substances at a rest stop on the LIE, the location of which authorities asked not be disclosed, beginning at 3:30 p.m., police said.

The New York Police Department released the following statement:


“While the threat remains unverified, our counterterrorism posture, which is reconfigured daily based on intelligence from around the world, has been modified to include increased deployment of radiological sensors, including vehicle, marine and helicopter-mounted, as well as those carried by NYPD personnel.”


Additionally, vehicle checkpoints were established in the city, including lower Manhattan, and at certain approaches to the city from neighboring jurisdictions.

Unverified Radiological Threat Made Against NYC

NEW YORK (1010 WINS) — Authorities were taking extra counterterrorism precautions Friday in response to what they said was an unsubstantiated radiological threat to the city.

Officials said they had not changed the city’s terror alert status in response to the online chatter mentioning a truck packed with radioactive material. Police had deployed extra radiological sensors on street, water and air patrols, and were stopping vehicles at checkpoints in lower Manhattan and around the city.


Deputy Police Commissioner Paul J. Browne called the measures “strictly precautionary.’’ He said the online posts were made following a video released Sunday that featured an American member of al-Qaida threatening foreign diplomats and embassies across the Islamic world.

“We are closely monitoring the situation,’’ said Homeland Security Department spokesman Russ Knocke. “There continues to be no credible information telling us that there’s a threat to the homeland at this time.’’


The FBI also said there was no credible threat.


Mayor Michael Bloomberg said the police measures were nothing out of the ordinary.

“These actions are like those that the NYPD takes every day — precautions against potential but unconfirmed threats that may never materialize,’’ he said in a statement.

With the raising of the national alert level from yellow to orange, the New York City Police Department has stepped up anti-terrorism precautions under Operation Atlas. Under Operation Atlas, the Police Department has launched a coordinated defense of the city, using regular patrols as well as police officers equipped with heavy weapons to safeguard landmarks, houses of worship, bridges, tunnels, subways, and the transportation system generally. The alert level in New York City was already at orange, indicting a high risk of attack. Operation Atlas has been underway since the war in Iraq began in March 2003. The staffing and assignments of Operation Atlas change with changing conditions.

Core elements of "Operation Atlas" are as follows:


INCREASED PERSONNEL DEPLOYMENT

  • Increased deployments of Harbor, Aviation, and Emergency Service Units.
  • COBRA (CHEMICAL, BIOLOGICAL OR RADIOLOGICAL ACTIONS) team deployments.
  • SAMPSON team deployments.
  • Harbor units increased protection of commuter ferries.
  • Bomb sniffing dogs are assigned to the Staten Island Ferry.
  • ARCHANGEL teams, composed of Emergency Services Personnel, bomb experts and investigators have been staged strategically in the city.
  • HAMMER teams, police and fire department experts in hazardous materials, are deployed jointly.
  • Heavily armed HERCULES teams are deployed randomly throughout the city.
  • Counter assault teams in unmarked armored vehicles (“CAT CARS”) with heavily armed officers are deployed.
  • Counter Terrorism inspectors are coordinating mobilization drills.

TRANSIT SYSTEM SECURITY

  • Transportation Bureau is working closely with the MTA and the Port Authority to ensure war-related precautions are in place.
  • The National Guard is assisting in patrolling the subway system.
  • Train Order Maintenance Sweeps,“TOMS”, are deployed to arrest fare evaders and others, who's initial low level offences are often precursors of more serious crimes in the subway system.  TOMS may discourage or even intercept a terrorist attack.
  • Mobile Arrest Processing Centers,MAPC BUSES, are on stand-by.
  • Additional police officers are on patrolling high density transit locations such as Times Square, Grand Central, and Penn Station.
  • Undercover teams are riding the subways.
  • Radiation detection is being used in the subways.
  • Conducting “SURGE RESPONSES” in which large numbers of officers saturate a given subway station.
  • Highway patrol officers are on 12-hour tours.
  • Checkpoints are in place along 96TH Street and at all bridges and tunnels into the city.  Checkpoint locations are subject to unannounced change.
  • Vehicles parked in front of sensitive locations are being towed.

  • Counter Terrorism inspectors are working 12-hour shifts guaranteeing round-the-clock coverage by executive staff.

DEBKAfile Exclusive: New Al Qaeda threat of radioactive truck attacks naming New York, Los Angeles, Miami

The threat was picked up by DEBKAfile’s monitors from a rush of electronic chatter on al Qaeda sites Thursday, Aug. 8.

The al Qaeda communications accuse the Americans of the grave error of failing to take seriously the videotape released by the American al Qaeda spokesman Adam Gaddahn last week. “They will soon realize their mistake when American cities are hit by quality operations,” said one message.

Another said the attacks would be carried out “by means of trucks loaded with radio-active material against America’s biggest city and financial nerve center.”

A third message mentioned New York, Los Angeles and Miami as targets. It drew the answer: “The attack, with Allah’s help, will cause an economic meltdown, many dead, and a financial crisis on a scale that compels the United States to pull its military forces out of many parts of the world, including Iraq, for lack of any other way of cutting down costs.”

There is also a message which speaks obliquely of the approaching attacks easing the heavy pressure America exerts on countries like Japan, Cuba and Venezuela.

DEBKAfile’s counter-terror sources and monitors say there is no way of gauging for sure how serious these threats are, how real, or whether they are part of a war of nerves to give the Gaddahn tape extra mileage. But it is important to note that the exchange of messages took place over al Qaeda’s internal Internet sites and that they contained the threat of radioactive terror and specific American cities for the first time after a long silence on these subjects.

In addition, a growing number of clips has been disseminated of late over al Qaeda sites instructing the faithful how to design remote-controlled gliders, pack them with explosives and launch them against predetermined targets.

August 7, 2007 - San Francisco, CA - PipeLineNews.org - It is now clear why the New York Department of Education has been dodging requests by concerned citizens who have been trying to determine what type of institution the proposed Khalil Gibran International Academy will be.

Charges leveled against KGIA by these writers - that it will in essence function as a madrassah, a center for indoctrination not education - are proven by the school's own executive summary [Access KGIA Executive Summary Here], a document recently released under threat of a lawsuit by the Stop The Madrassah Coalition.

The summary is actually a manual for creating an Islamist vocational school, one in which every activity is planned around creating social activists with an Arab supremacist mindset, in the mold of KGIA's activist/principal Dhabah Almontaser.

Despite the New York Dept. of Education Chancellor's assertions to the contrary, KGIA will even bow to shari'a in its cafeteria, where halal food will be served. This is a clear incursion of Islamic religious principles into the public sector, a reason recently cited by Mr. Klein as justification for shutting the institution down.

With a pedagogy wrapped around social activism, the student will be strongly urged to get involved with the surrounding Arab community, within which a radical Islamist sentiment figures prominently.

The executive summary is open about how KGIA will function as a prep school for social activists, outlining a mythical day at the institution where the, "goal is to share with the rest of the freshman class their own collaborative experiences and reflect upon the lessons they've learned from them utilizing the following quote."

"Genuine collaboration is a coming together of people to create something that would have been impossible to make alone. Actually the quote is from Tim not Tom Rollins [to whom Almontaser mistakenly made the attribution] he is indeed a social activist, he is also a public school teacher who operates a group call KOS [chaos] which preaches a radical, art based anti-American message.

In that role Rollins' approach perfectly coincides with that of KGIA, which is also cover, a front operation.

One of Rollins murals is called "Amerika - for the people of Bathgate," a nightmarish Guernica-like work of art that draws its primary inspiration from Kafka's novel "Amerika" in which the United States is portrayed as a land of broken dreams and empty promises. Spelling America with a "k" is a predilection of modern extreme leftists who believe that employing the German spelling of the word equates the U.S. with Nazi Germany.

According to the executive summary this brand of social activism will not only be encouraged it will be a requirement starting with the sixth grade - "A minimum of 40 hours a year" - must devoted to such activities as "Town Meeting Coordination."

Town meetings being typical settings for Brooklyn's Islamists to allege that America is bigoted and that Muslim civil rights are routinely and intentionally abridged.

As detailed on page 21 of the KGIA blueprint, another area of agenda based education, social responsibility, will be taught by the notorious Educators for Social Responsibility, a group with clear Marxist leanings.

In a column by Sol Stern a City Journal commentator on educational issues, he noted about one of the prime movers in the Educators for Social Responsibility movement, Seth Gutstein, "on the first anniversary of the 9/11 attacks, he [Gutstein] was able to convince his seventh-grade math class that the U.S. was wrong to go to war against the Taliban in Afghanistan. "I told students that none of the hijackers were thought to be Afghan," Gutstein writes. He also told them that he would not "fight against Iraq or Afghanistan...because I did not believe in going to war for oil, power, and control." The "Human Rights" section will be co-taught by an "Arab-American lawyer," unnamed but consider that the American Muslim Association of Lawyers [AMAL] will offering internships to KGIA students.

AMAL is the acronym for the American Muslim Association of Lawyers.

More importantly Omar Mohammedi is the president of the New York chapter of CAIR [source http://www.cair-net.org/default.asp?Page=articleView&id=2304&theType=NR].

CAIR is the Council on American Islamic Relations, a Saudi funded, Hamas front group which was recently named as an unindicted co-conspirator in the Holy Land Foundation Hamas funding prosecution. Ghassan Elashi, the primary defendant in this case founded the Texas chapter of CAIR and was previously convicted and sentenced in the Infocom terror fundraising case.

Other former CAIR members have been convicted of terror related offenses and one, still very active in the organization, was named as an unindicted co-conspirator in the 1993 World Trade Center bombing plot.

Bassem Khafagi - former director of Community Relation for CAIR, plead guilty to bank and visa and has been deported to Egypt. According to Fox News, "The FBI said Khafagi is a founding member of the Islamic Assembly of North America, a charity that purports to promote Islam...Federal investigators said Islamic Assembly has funneled money to activities supporting terrorism and has published material advocating suicide attacks on the United States.

Randall Todd "Ismail" Royer - a former communications & civil rights specialist for CAIR, according to AP "Royer...admitted helping members of the conspiracy join the militant Pakistani group Lashkar-e-Taiba in the days after the Sept. 11 attacks. He pleaded guilty to the use of a firearm in a crime of violence and aiding and abetting the carrying of an explosive during commission of a felony. He was sentenced to 20 years in prison."

Siraj Wahhaj - CAIR advisory board member named as an "unindicted co-conspirator" in the "Blind Sheik" Omar Abdel Rahman 1993 World Trade Center bomb plots by US Prosecutor Mary Jo White. Rahman is serving a life sentence.

Through Mohammedi, a group with ties to the terrorist group Hamas will be having direct access to KGIA's students, grooming them to be future CAIR legal activists.

AMAL is affiliated with the National Association of Muslim Lawyers group - http://www.namlnet.org. Farhana Khera, a Pakistani is the group's president.

Khera is also the executive director of Muslim Advocates - http://www.muslimadvocates.org -which is an offshoot of NAML.

Khera and her group Muslim Advocates were parties in a Fourth Circuit Court appeal, in the case of Ali Salih Al-Marri, an al-Qaeda sleeper agent. [Al-Marri Amicus] It is the extremist position of Muslim Advocates and the National Association of Muslim Lawyers that foreign al-Qaeda operatives operating in our midst deserve the same constitutional rights as American citizens.

In remarks made by President Bush on May 23, 2007 he stated:

"In December 2001 We Captured An Al Qaeda Operative Named Ali Salih Al-Mari Who Was Planning Attacks In The U.S. Our intelligence community believes Ali Salih al-Mari had training in poisons at an al Qaeda camp in Afghanistan and had been sent by 9/11 mastermind Khalid Sheikh Mohammad ("KSM") to the United States before 9/11 to serve as a sleeper agent ready for follow-on attacks. Our intelligence community believes KSM brought Ali Salih to meet Osama bin Laden, to whom he pledged loyalty. Our intelligence community also believes he and KSM discussed potential attacks on water reservoirs, the New York Stock Exchange, and U.S. military academies." AMAL, NAML and Mr. Mohammedi share an Islamist ideology and have united with others in a strategy of legal intimidation to deny the United States the tools which are necessary to preserve national security against the terrorist threat.

The participation of such organizations and individuals in the day-to-day operation of KGIA provides irrefutable evidence about how the school will function - a publicly funded madrassah that will instill in students a psychology of victimhood and resentment - which will then be channeled through a pedagogy designed to shuttle them into the ranks of an already seething community of Islamist social activists.

Further indication of the nature of those supporting the KGIA is represented by another incident involving principal Dhabah Almontaser, proving her extremism.

Almontaser sits on the board of the Yemeni American Association [YAA] her husband Naji is the group's vice president. An organization associated with the YAA, the Arab Women Active in Arts and Media [AWAAM] were, at a recent Arab street fair, selling t-shirts with "Intifada NYC" and "Future Palestinian Activist" emblazoned on them.


The Intifada is the Arabic term for "uprising" used to describe the Palestinian terror campaign waged by Hamas and other groups against Israeli civilians. Of this obvious incitement Almontaser took to the same dissembling that she has previously relied upon when declaring that she had no idea what shari'a, Islamic law, even meant.

When confronted by the New York Post Almontaser stated that "The word [intifada] basically means 'shaking off'...I think it's [the Intifada t-shirts] pretty much an opportunity for girls to express that they are part of New York City society...and shaking off oppression." KGIA's executive summary makes it clear that the school's children will be trained to think of themselves as Arabs first, who must struggle to free themselves from an "oppressive" American society. The focus of the school is outer directed, its students are "students of the world," which is why world history is taught a full year before American history and their is no mention of assimilation.

Conflicts of interest infuse KGIA's relationship with its lead partner the Arab American Family Support Center [AAFSC]. John Abi Habib, a KGIA board member, is the owner of MSI Net, Inc., a technology consulting firm that sells educational programs to New York schools, will provide website development courses as well as technical support. Mr. Habib is intimately involved with the school on numerous levels also serving on its site selection committee.

This suggests KGIA will function much as AAFSC does using tax payer money to push its agenda, peddling favors, business opportunities and hence influence.

"AAFSC, will have a constant presence on site. They will provide a site coordinator as well as staff members who will serve as student advisors and Arabic language teachers. Moreover, they will provide various social services such as counseling, ESL for parents, and youth empowerment workshops as well as help facilitate the school's Student Council. The site coordinator and AFFSC instructors will work closely with the administration and staff in developing the extended day Arabic language and cultural arts programs." [source executive summary, pg 3]

AAFSC's participation in the KGIA is overwhelming [the presence of adult outsiders, brought into the building as part of the provision of AAFSC's services looms as a serious additional security concern] even to the extent of using the building within which the school will be housed to extend its own service provision, an unprecedented use of a public school building.

AAFSC, which has no ability to credential teachers, will nonetheless be supplying unvetted Arab language instructors, "Until we are able to retain certified teachers, our lead partner, AAFSC, will provide Arabic language teachers as part of an extended day program. We anticipate being able to fully implement our dual language program by the third year."

The prospect of having AAFSC provide "Arabic language instructors" with hidden agendas looms large in such a scheme.

Foreign exchange programs will be encouraged at KGIA, provided by AAFSC affiliate, the American Middle East Leadership Center, whose president is Rami Nuseir [http://www.amln.org/board_r_nuseir.htm].

Nuseir is AAFSC's lead counsel. His two top lieutenants at the Leadership Center are both Palestinian activists, so one can only imagine what manner of international exchange programs will be made available KGIA's students.

Nuseir's statements spin a familiar Islamist theme, that the American government is warlike and anti-human rights, "...our mission is to show that Americans as people, not as a government, are pro-peace and supportive of human rights and good relationships with the Middle East," [source http://www.amln.org/press_article1.htm]

Nuseir's work with AAFSC was commended by CAIR, especially his recognition of "youth" as representing a tremendous opportunity for Islamist activism.

"The AAFSC still has many things that they would like to see the Arab American community achieve. The highest priority according to Nuseir is seeing a stronger institutional infrastructure within the community…The youth is the greatest hope for the community that Nuseir can see. The youth has more energy, are technologically savvier, more flexible, and most importantly, have "less baggage….The only way to avoid this is by having a link between all organizations, a way to stay connected without interfering or infringing. The biggest hurdle is the community putting their individual differences aside and looking at the big picture. In order to dispel the reasonable assumption that deference to Islamic culture and indeed shari'a will imbue KGIA, school officials state that 62% of Arabs are Christian yet in any reasonable analysis, nearly every party and organization involved with KGIA does not just represent Arab Muslims but hard core Islamists with a definite agenda.

The picture that the backers of KGIA present is a hoax which extends even to the shameless use of a Christian, Khalil Gibran as the institution's poster child, when Gibran has nothing to do with the school at all except as window dressing and PR.

KGIA's game plan as set forth in the executive summary, clearly demonstrates that every activity at the institution will be planned around indoctrination not education.

The school will provide a suffocating mixture of slanted pedagogical methods specifically created to influence vulnerable children in a setting where propagandists will masquerade as respected role models.

This methodology will allow Dhabah Almontaser and her associates to use the Khalil Gibran International Academy as a laboratory, turning out Islamist clones.

This is a dangerous and fraudulent approach to learning, one that is diametrically opposed to the precepts of American public education.

The executive summary proves that this school will become exactly what these writers have been alleging - a publicly funded indoctrination center, run by and for a group of individuals and organizations who are terror friendly. Even the school's internships, cultural exchanges and other out of-classroom educational experiences will be channeled through extremist organizations, whose primary loyalty is to shari'a.

It's hard to imagine a more insidiously constructed educative model and it's difficult to understand why KGIA has not already been shut down.

City University Of New York Trustee Blasts Khalil Gibran International Academy

August 8, 2007 - San Francisco, CA - PipeLineNews.org - Jeffrey S. Wiesenfeld a long time member of the City University of New York's Board of Trustees, who also spent four years serving in the FBI's foreign counter-intelligence division, today blasted both the Khalil Gibran International Academy and its Yemeni born principal designate, Dhabah Almontaser.

This represents somewhat of an epiphany for Mr. Wiesenfeld who had previously accepted assurances that the proposed institution - which is scheduled to open in a few weeks - would not become problematic, as critics have been charging.

In an interview with PipeLineNews.org, he stated:

"...based on what I had heard from other people and the Chancellor's public assurance that any polemics or infections if you will that would be a potential for this school would be exorcised or avoided, I was willing to give the benefit of the doubt, despite all my skepticism."

However all of this changed with it becoming public knowledge that at a recent Arab street fair, an organization closely allied to Almontaser - the Arab Women Active in Arts and Media [AWAAM] - was spotted selling t-shirts with "Intifada NYC" and "Future Palestinian Activist" emblazoned on them.

Almontaser initially denied that Intifada referred to the terrorist campaign of violence against Israeli civilians, claiming that it "basically means 'shaking off oppression.'"

Reacting to Almontaser's obvious disingenuousness, Mr. Wiesenfeld quickly made the transition from lukewarm supporter of KGIA to serious opponent.

"But when this comment about the innocuousness of Intifada tee shirts came about, I said to myself that I was really an idiot and I'm tired of the duplicity which some would argue which is itself a patronizing racist comment, that there is something so artful about Arabic culture and thought that they express themselves in this type of flowery language that can be interpreted in different ways. I don't buy any of it, I don't buy that she didn't get it. I don't buy that that she saw there was some other meaning…literal meaning that was more apt to Intifada, than what we know it to be."

About the rampant atmosphere of multiculturalism which has allowed KGIA and Almontaser to escape a reasonable level of public scrutiny, he stated:

"I'm tired of having a different standard for the Arab/Muslim world where for instance Arafat spoke one way to his adherents and then another way to the diplomats…where Asad does the same thing and in a smaller way we have this confusion...that Almontaser...she knew exactly what it meant...she knew exactly the consequences of this language."

Though chagrined that he didn't follow through on initial concerns over the school, Wiesenfeld was quick to credit Michael Meyers, President and Executive Director of the New York Civil Rights Coalition, as having had the vision to oppose the creation of sectarian public schools from the inception of the idea.

"[Though] "I was uneasy with the concept...I think that Michael Meyers here from the New York Civil Rights Coalition, who has been the most consistent and adamant against this concept of these sectarian schools. I have to bow to him. He was correct and I was wrong."

Indeed Mr. Wiesenfeld is now committed to actively opposing the creation of the Khalil Gibran International Academy saying, "I will fight it in every way that I can...the concept is bad, it's dangerous...It's a national security concern."

Concluding his thoughts on the controversy he stated:

"I think we have to get really serious about demanding that people say what they mean and mean what they say...especially in this era, this kind of duplicity has gone on for too long...She's [Almontaser] very smooth...there are a lot of these smoothies, they are all very good at this...we are just being sold a bill of goods."

Other influential members of the community are also expressing similar outrage over KGIA and Almontaser's repeated duplicity, extremist beliefs and troubling ties.

New York State Assemblyman Dov Hikind yesterday said, "It is an absolute outrage that she doesn't know what intifada is all about. This is not about shaking off - this is about carnage represented by blowing up pizza stores in Israel, blowing up buses."

When asked if he had come out against the Khalil Gibran school, Assemblyman Hikind clarified his position, stating that he supported "the removal of Almontaser."

"This woman should not be principal of any school" said New York City Councilman Peter Vallone Jr. Vallone quipped,"This shirt should read, 'I promote terror and hate on a daily basis, and all I got for it is this lousy T-shirt."

When contacted by these writers, the Councilman's office said that they had not seen the Executive Summary and were interested in reviewing it. A spokesman for Vallone stated that they were "watching" the situation.

Continuing my investigation, I've come across information on a specific location inside of Canada of a Jamaat ul Fuqra (JuF) "jamaat", a rural community of Islamists appparently training in terrorism.

The jamaat in question is located in the Madawaska Valley in Combermere, Ontario.

Note that this is just outside of Ottawa!

The information comes from Defense Watch . It's an article posted on Free Republic. It's one bloody hell of a read. Go and read it!

A couple of excerpts for the bigger picture:

The upstate New York town of Hancock serves as the American headquarters for al Fuqra, with at least six major rural communities, jamaats, of two to three hundred members located in Red House, Va., Tulare County, Cal., Commerce, Ga., York, S.C., Dover, Tenn., and Combermere, Canada. Total membership in al Fuqra is believed to be between one and three thousand, with smaller jamaats being reported in over 25 locations throughout the United States, Canada, and the Caribbean. The communities themselves are primarily walled or fenced-in gatherings of trailers or mobile homes. At least three of the compounds are known to have firing ranges, and the compound in the Sierra Nevada Mountains of California has a fully functional airfield.

Gilani launched his U.S. operations in 1980. Within ten years, Fuqra's communes were billing themselves as havens where Muslim converts--many of them inner-city blacks, sometimes recruited in prison--could build new lives. At least seven such communities are active today, in Hancock, N.Y.; Red House, Va.; Tulare County, Calif.; Commerce, Ga.; York, S.C.; Dover, Tenn.; and Combermere, Canada. While some of these enclaves contain only rudimentary buildings and trailers, the California compound has 300 residents on a 440-acre spread, according to a recent report by a local ABC station. Residents deny any involvement with terror, but Fuqra has a history of getting into trouble with the law.

Over the years, at least a dozen Fuqra members have been convicted of crimes including conspiracy to commit murder, firebombing, gun smuggling, and workers' compensation fraud in the United States or Canada. And Fuqra members are suspects in at least 10 unsolved assassinations and 17 firebombings between 1979 and 1990. Nor is Fuqra's criminal activity all in the past. In the last year alone, a resident of the California compound was charged with first degree murder in the shooting of a sheriff's deputy; another was charged with gun smuggling; the state of California launched an investigation into the fate of more than a million dollars in public funds given to a charter school run by Fuqra leaders; and two residents of the Red House community were convicted of firearms violations, while a third awaits trial.

Examine Gunman's Possible Ties to al Furqa

In the Middle East today, we see a young generation of Muslims being trained to hate Israel and the West while cherishing the thought of martyrdom. It is easy to see the brutal path that has been chosen for these children. However, for those not schooled in this path of destruction, the road to terrorism usually takes on one of two forms.

The first form includes Islamic extremists, such as Osama Bin Laden, who rose to prominence in the Middle East with the decline of leftist ideology and pan-Arabism. Islamic militants are the reactionary product of elements within Middle Eastern society responding to change in social dynamics resulting from interaction with Western culture. They do not seek to foment a desired change, but rather to protect the societal norm or status quo.

Such reactionary elements are motivated by fear of loss of status, power, or privilege, in the face of Western modernization and empowerment of women.

The second pathway, radicalization, appears to have occurred in the case of men like John Walker Lindh, Richard Reid, Jose Padillo, and accused Washington, D.C. area sniper John Muhammad. Elements within the Muslim community who became disenchanted with the pace and progress of the movement's conventional means (elections, proselytizing, etc.), and thus endeavored to intensify and reinvigorate the jihad through terrorism. Adherents of this path are motivated by the belief that moderate Muslim leaders have lost the moral authority and vision to achieve victory and that they are the true defenders of the Islam.

As one traces John Muhammad's life from his conversion to Islam in 1985, to his joining of the moderately militant Nation of Islam, to his deadly shooting spree in October 2002, his steady radicalization becomes readily apparent.

Terrorist profiling dictates that his departure from the Nation of Islam in 1999 would have been followed by his affiliation with an organization more actively militant. It also suggests that initial news reports citing U.S. officials who said there was no evidence of any connection between Muhammad and identified terrorist organizations may have been premature.

Based upon Mr. Muhammad's statements sympathizing with the 9/11 hijackers, it appears significant to note that he acquired the 1990 Chevy Caprice that he would modify into his killing platform on the one-year anniversary of the terrorist attacks. Nor does it seem random chance that his spree started on Oct. 2, the anniversary of the conviction of World Trade Center bombing ringleader Sheikh Omar Abdul Rahman in 1995. It appears likely that after his separation from the Nation of Islam, which occurred on less than good terms, Muhammad gravitated to an organization at odds with the Nation of Islam and aligned with the Wabhhabist sect of Islam associated with al Qaeda, Osama bin Laden, and Sheikh Rahman. In America today, one organization fits that bill - al Fuqra.

In 1980, Kashmiri Sheikh Mubarak Ali Gilani began preaching at a Muslim mosque in Brooklyn seeking recruits for the Afghan Jihad. He primarily targeted black American converts from the inner city and those with criminal backgrounds, a segment of the population that the cleric apparently saw as prime for melding militant Islam with a deep-seated resentment and disillusionment with Western society. The resulting organization, al Fuqra ("the impoverished"), was formed with a goal of to purifying Islam through violence.

Gilani is most commonly recognized as the man Wall Street Journal reporter Daniel Pearl was to meet when he was abducted last Jan. 23 and murdered. However, Gilani has had a long history of involvement with terrorism, including participation alongside bin Laden in the 1993 "terrorist roundtable" in Sudan. A Kashmiri by birth, he has worked closely with Pakistan's Interservice Intelligence Agency (ISI) to train terrorists for actions in Kashmir, as well as Chechnya and Bosnia.

Throughout the Soviet-Afghan War, and in the years immediately following, Sheikh Gilani made frequent trips to the United States to meet with local al Fuqra leaders here. After the 1993 World Trade Center Bombing, however, he has not returned to the United States, and rarely leaves the secure confines of his compound in Lahore, Pakistan. Members of al Fuqra are known to travel to Lahore for religious instruction and what Gilani has been filmed stating as "highly specialized training in guerrilla warfare."

The upstate New York town of Hancock serves as the American headquarters for al Fuqra, with at least six major rural communities, jamaats, of two to three hundred members located in Red House, Va., Tulare County, Cal., Commerce, Ga., York, S.C., Dover, Tenn., and Combermere, Canada. Total membership in al Fuqra is believed to be between one and three thousand, with smaller jamaats being reported in over 25 locations throughout the United States, Canada, and the Caribbean. The communities themselves are primarily walled or fenced-in gatherings of trailers or mobile homes. At least three of the compounds are known to have firing ranges, and the compound in the Sierra Nevada Mountains of California has a fully functional airfield.

Surveillance reports of the compounds note that the residents remain in a fluid state and are continuously on the move. For the past several years, law enforcement authorities observing the Red House, VA compound have voiced concern that this pattern may be designed to create a series of safe houses in the rural areas of southern Virginia.

Additionally, Al fuqra owns two private security companies in Brooklyn, N.Y. that not only provide armed protection for the jamaats, but also compete for government and private security contracts.

Between 1980 and 1990, al Fuqra members have been either convicted or suspected in 13 assassinations and 17 firebombings. Front companies for the organization have been linked to the defrauding $350,000 from the state of Colorado and $1.3 million from the state of California. These funds are laundered through several Muslim front organizations set up in the United States by Gilani including an Islamic university and system of private elementary schools. State investigators believe Al Fuqra members delivered the funds to Gilani during trips to Lahore to finance jihad activities.

A 1989 raid of an al Fuqra storage facility in Colorado yielded handguns, semi-automatic firearms, more than 30 pounds of explosives, pipe bombs, and bomb components. Additionally, police recovered blank birth certificates, Social Security cards, several sets of Colorado driver's licenses bearing identical photos but various names, and a large picture of Sheikh Rahman.

However, the most alarming find was "targeting packets" on potential targets and victims (including a moderate Muslim leader who was assassinated shortly after), maps of oil and gas fields, electrical facilities, cell phone sites and military installations. Military-style manuals on "Guerrilla Warfare," "Counter Guerrilla Operations," "Understanding Amateur Radio," "Fair Weather Flying," and "Basic Blueprint Reading" were also recovered.

The Red House, Va., compound was under surveillance by law enforcement prior to the 9/11 attacks for stockpiling weapons. Three members of the compound, including leader Vincente Pierre and his wife Tracy Upshur, were later arrested for illegal arms purchases.

Al Fuqra members Earl Grant and Clement Rodney Hampton El were both convicted along with Sheikh Rahman in connection with the first World Trade Center attack and a plot to bomb New York City tunnels and landmarks. It has been ominously observed that since 1993 al Fuqra has hosted numerous low level Tri-State area bridge and tunnel workers for weekend retreats at their Hancock, N.Y. compound.

Despite Al Fuqra's continuous history of criminal activity and close association with international terrorist organizations, the group has been able to avoid officially being classified by the U.S. government as a Foreign Terrorist Organization.

Pakistan, unlike the United States, has banned the organization.

With such distinct ties to Osama bin Laden's global cooperative terrorist cooperative, the time appears ripe for federal officials to re-examine al Fuqra's status and take the appropriate action.

In the wake of John Muhammad's arrest, investigators need to pay special heed to discern any possible links he may have had to al Fuqra. The facts are continuing to emerge since Muhammad's arrest on Oct. 24, and they seem to be pointing in that direction.

Earlier we have seen the translation of document ISGP-2003-00028868 (see http://www.freerepublic.com/focus/f-news/1600367/posts ) where it talks about Training Non Iraqi Foreign Arab Terrorists in February 2003 to help the Iraqis in their war against the coalition forces. Some may have dismissed this document by saying that the Iraqis wanted every possible help on the eve of the war, and thus they argued that there was no connection between Saddam and terrorists. However now comes this Iraqi Intelligence document CMPC-2003-005935 that is dated November 22 1999 and it talks about the plan for the year 2000 and that includes the Training of Arab Feedayeens which mean training non Iraqi Foreign Arab Terrorists. Who are those Feedayeen Foreign Arab Terrorists? Are they Al Qaeda, Hamas, etc…? This document is another proof of Saddam great connection to Terrorism and dated back to the year 1999-2000, a long rooted connection to terrorism. Saddam Regime is a TERRORIST REGIME and we had all the rights to remove him after 9/11/2001.

The remaining pages of this 9 pages top secret memo talk about getting the special vehicles to transfer the SPECIAL AMMUNITION and the people assigned to supervise and execute the transfer and they were top Iraqi Army and Military Intelligence officers.

The apparent significance of this document requires no elaboration. Transferring a load of ordinary munitions from Najaf to Baghdad would presumably not require the approval of the Army's Chief of Staff; nor would it be the subject of a top secret memo; nor would arrangements for "special vehicles" be necessary. Hugh Hewitt writes:

Now comes another document with more potentially significant language, and so the question grows: What do these documents mean?

The suspicion is growing that the American intelligence community never systematically checked these docs. If they did, they should produce the record of that evaluation and the conclusions reached on documents which, on their face, seem to be proof of Saddam's pre-war WMD stockpiles.

The White House as well must recognize that these documents are not yesterday's news and must not be afraid to reopen the debate about the WMDs.

As always, we want to proceed with caution. This document is dated just a few days before the war began, and, based on the prefix assigned to it, I think it came from the Iraq Survey Group. It seems almost inconceivable that the ISG could have overlooked a document with such apparent relevance to its mission.

We'd also be interested to get the perspective of anyone who served with the ISG. If this document is old news, and there is some innocent explanation, we're curious to know what it is.

UPDATE: Reader Bill Wiese is skeptical:

14.5mm is for machine guns (mainly) and 23mm is for anti-aircraft guns (mainly). What's special about them? Nothing. And yet, they get the "special" tag as well in the memo.

Good question, but hardly dispositive. Clearly there was something "special" about this ammunition; if it wasn't WMD, what was it? It wouldn't take an order from the Army Chief of Staff or "special" vehicles to move ordinary machine gun ammunition, nor would such a routine supply issue be the subject of a top secret memo.

I don't know whether shells as small as 14.5 mm or 23 mm can be used for delivery of WMD; do any of our readers? And, if that seems unlikely, can anyone suggest an alternative reason why these shells were "special"?

FURTHER UPDATE: We've gotten lots of reader responses. The consensus is that small caliber shells couldn't be used for WMD delivery per se for what, I guess, are obvious reasons. Some readers, though, think it's plausible that the Iraqis might have added a dash of poison to make such ammunition more deadly. (One reader reminds us that the Symbionese Liberation Army used bullets poisoned with cyanide when it assassinated the Oakland School Superintendent.) Or, as to the smaller caliber ammunition, "special" may have referred to some other quality, such as armor-piercing.

On the broader question of the memo's significance, Steve Hayes, who knows as much about this subject as anyone, writes:

Interesting. I hadn't seen it. I find generally persuasive the narrative laid out by LTC Kevin Woods, et. al. in the Iraqi Perspectives Project. Their thesis is, basically, that Saddam Hussein didn't have what we thought he had because he didn't have what HE thought he had. In mid-December 2002, according to their narrative, SH tells top regime officials that he doesn't have large quantities of WMD.

I don't know whether the Army Chief of Staff was among the senior regime officials who were told that the WMD was gone. If he wasn't, it could be that these are genuine orders, contained in an authentic
document, for materials that simply weren't available to them. The document certainly seems to suggest that the author believed that they had them on March 16, 2003.

That said, it's certainly possible that he (or his subordinates) retained some small capability in the chemical area. I think that's the reason that the ISG quite deliberately left open the possibility that some materials could have been transferred to Syria or elsewhere.

I'm not sure where the recent revelations about Naji Sabri fit into this picture. Sabri, the former Iraqi foreign minister, apparently told the CIA (through the French) in January 2003 that Iraq had retained some chemical capability but that the weapons were no longer under military control.

As we've said before, it will take more than a few pieces of paper to resolve the questions surrounding Iraq's WMDs. Let's hope that the Project Harmony documents, taken in their entirety, provide definitive answers.

14.5mm is for machine guns (mainly) and 23mm is for anti-aircraft guns (mainly). What's special about them? Nothing. And yet, they get the "special" tag as well in the memo.

Good question, but hardly dispositive. Clearly there was something "special" about this ammunition; if it wasn't WMD, what was it? It wouldn't take an order from the Army Chief of Staff or "special" vehicles to move ordinary machine gun ammunition, nor would such a routine supply issue be the subject of a top secret memo.

I don't know whether shells as small as 14.5 mm or 23 mm can be used for delivery of WMD; do any of our readers? And, if that seems unlikely, can anyone suggest an alternative reason why these shells were "special"?

FURTHER UPDATE: We've gotten lots of reader responses. The consensus is that small caliber shells couldn't be used for WMD delivery per se for what, I guess, are obvious reasons. Some readers, though, think it's plausible that the Iraqis might have added a dash of poison to make such ammunition more deadly. (One reader reminds us that the Symbionese Liberation Army used bullets poisoned with cyanide when it assassinated the Oakland School Superintendent.) Or, as to the smaller caliber ammunition, "special" may have referred to some other quality, such as armor-piercing.

On the broader question of the memo's significance, Steve Hayes, who knows as much about this subject as anyone, writes:

Interesting. I hadn't seen it. I find generally persuasive the narrative laid out by LTC Kevin Woods, et. al. in the Iraqi Perspectives Project. Their thesis is, basically, that Saddam Hussein didn't have what we thought he had because he didn't have what HE thought he had. In mid-December 2002, according to their narrative, SH tells top regime officials that he doesn't have large quantities of WMD.

I don't know whether the Army Chief of Staff was among the senior regime officials who were told that the WMD was gone. If he wasn't, it could be that these are genuine orders, contained in an authentic
document, for materials that simply weren't available to them. The document certainly seems to suggest that the author believed that they had them on March 16, 2003.

That said, it's certainly possible that he (or his subordinates) retained some small capability in the chemical area. I think that's the reason that the ISG quite deliberately left open the possibility that some materials could have been transferred to Syria or elsewhere.

I'm not sure where the recent revelations about Naji Sabri fit into this picture. Sabri, the former Iraqi foreign minister, apparently told the CIA (through the French) in January 2003 that Iraq had retained some chemical capability but that the weapons were no longer under military control.

As we've said before, it will take more than a few pieces of paper to resolve the questions surrounding Iraq's WMDs. Let's hope that the Project Harmony documents, taken in their entirety, provide definitive answers.

EXCLUSIVE: Homeland Security Secretary Michael Chertoff Offers Chilling Details About 2006 Airplane Plot and Current Terror Threats

Terrorists who had planned to detonate gel-based explosives on U.S.-bound flights from London last August would have achieved mass devastation, according to new information from Homeland Security Secretary Michael Chertoff in an exclusive interview with ABC News.

"I think that the plot, in terms of its intent, was looking at devastation on a scale that would have rivaled 9/11," Chertoff told ABC's Pierre Thomas. "If they had succeeded in bringing liquid explosives on seven or eight aircraft, there could have been thousands of lives lost and an enormous economic impact with devastating consequences for international air travel."

Sources tell ABC News that after studying the plot, government officials have concluded that without the tip to British authorities, the suspects could have likely smuggled the bomb components onboard using sports drinks.

The components of that explosives mixture can be bought at any drugstore or supermarket; however, there is some question whether the potential terrorists would have had the skill to properly mix and detonate their explosive cocktails in-flight.

But they can work: scientists at Sandia National Laboratory conducted a test using the formula, and when a small amount of liquid in a container was hit with a tiny burst of electrical current, a large explosion followed. The test results were reviewed today by ABC terrorism consultant Richard Clarke, who said that while frequent travelers are upset by the current limits on liquids in carry-on baggage, "when they see this film, they ought to know it's worth going through those problems."

One official who briefed ABC News said explosives and security experts who examined the plot were "stunned at the extent that the suspects had gamed the system to exploit its weaknesses."

"There's no question that they had given a lot of thought to how they might smuggle containers with liquid explosives onto airplanes," Chertoff said. "Without getting into things that are still classified, they obviously paid attention to the ways in which they thought they might be able to disguise these explosives as very innocent types of everyday articles."

Tense Hours as Officials Learned of Plot

Chertoff speaks candidly about those moments when Homeland Security learned about the potential attack, and the terrorists had not yet been captured.

"This was very, very tightly held, because the British were concerned about any possibility of a leak getting out. Obviously, the intelligence folks knew, the senior intelligence folks, the president, senior leaders in the White House," he said. "Within my own department, only the deputy and I were initially told about this."

"I got a call telling me that it looked as if the focus had turned on an attack on the United States, specifically an attack on airliners leaving from Britain, traveling to American cities," Chertoff said. "It also became evident, within 24 hours, that the time frame within which the attack was going to take place, would not be a matter of months but & a matter of weeks or even days."

Airports in the United States and the United Kingdom were put on red alert  meaning a potential attack could be imminent  and liquids were banned from carry-on luggage as suspects were picked up, including 24 British-born Muslims and seven Pakistanis.

"We had to start about 9, 10 o'clock in the evening, when the arrests began to go down in Pakistan, and when we were first given the ability to tell other people about the plot," Chertoff said. "And we had to turn the entire process around by 6 a.m. the following morning, before people started to board airplanes.

"You had to change literally thousands of people's behavior in the course of about 12 hours. We had to train them. We had to get everybody to understand what the new rules were going to be. And you had to communicate to the public in a very short period of time.

"And so, we spent literally the entire night bringing in not only the TSA senior leadership, but also talking on the phone to the airline leadership, so that everybody would understand what needed to happen at 6 a.m. the following day," he said.

For Chertoff, the concern remained that an attack would have been carried out if they'd missed a critical detail. "There's an enormous sense of working against time, giving the analysts as much time as you possibly can, but always recognizing at the end that the benefit of the doubt has to be in favor of saving lives."

Assessing Current Risks

Since last August, the failed plot has had an enormous impact on U.S. airports, which have remained on orange  or high  alert, for nearly a year.

After authorities tested the explosive liquids, the government determined what quantity of liquid explosives could pose a risk if smuggled onboard flights, leading to the 3-ounce limit for carry-on bags.

Passengers are still restricted when bringing liquids onboard, and those rules may remain in place forever.

At the moment, Chertoff believes there is a "heightened risk" of an attack.

"We have seen that in some areas of Pakistan, the enemy has been able to reconstitute itself and get a breathing space, so to speak, where they can plan and do some recruiting and some training. We've seen increased effort to develop terrorist operatives in Europe.

"And, of course, the concern we have, because of the visa waiver program, has been Europeans either carrying out attacks against Americans on the European continent, or even coming to the United States," Chertoff said.


"When you add these things together, they don't move into a mathematical certainty we're going to have an attack, but they do suggest that there is a heightened threat, a bit more capability than there was, and, therefore, all the more reason for us to continue to raise the level of our security and our defenses," he said.

That progress was aided after the arrests last year that provided Homeland Security with information about terrorist capabilities.

"Clearly, the effort to put explosives in sports bottles was a reaction to what we had done with respect to other kinds of explosives, and & we're going to be back and forth with terrorists on this kind of cat-and-mouse process for years to come," Chertoff said.

And while he is confronted by pieces of data daily as Homeland Security tries to assess credible threats and piece together information, Chertoff said he remains continually struck by the nature of the enemy.

"You know, we go about our business during the summer, other times of the year. People are going to ballgames or watching their children graduate from high school," he said, "and it chills me sometimes to think there are people a half a world away who are spending the same period of time in a cave, trying to figure out how to kill us."

In a Hurry to Make Rockets: Two South Carolina Speeders Possessed 'Destructive Device'

Inahurrytom_mn Two Egyptian nationals stopped for speeding in South Carolina Saturday evening were carrying precursor chemicals, used in improvised bomb-making as well in as model rocketry, lengths of plastic pipe and twists of hobby fuse, and model rocket launchers, according to investigators.   

The speeding stop resulted in a complete shutdown of the highway for about 10 hours and the arrest of the two men on local charges of possession of a destructive device. No link to terrorism has been found.

When stopped along I-76 at 6 p.m., about seven miles from a U.S. Navy weapons station, the driver, who said he was a hydro-engineering major at South Florida University, told a deputy he was carrying explosives. When a bomb technician and additional officers arrived, the driver stated he and his passenger were using the materials to make homemade rockets.

The highway was shut down for a large portion of the evening, as bomb robots, bomb technicians and federal investigators began a careful examination of the vehicle's contents and continued questioning the two men at the scene through 2 a.m. The military facility houses the U.S. Consolidated Naval Brig, where enemy combatants have been held.

The two men have been held since their arrest in the Berkeley County Jail on charges of "possession of a destructive device," however neither local officials nor the FBI had indicated any link to terrorism.

In a style reminiscent of the vehicle born incendiary explosive devices (VBIED) used in Iraq and by terrorists worldwide, two Mercedes were found in London this weekend packed with gasoline, gas canisters and nails. The bombs were to be exploded using cell phones as remote detonators, another favorite tactic of those terrorists who do not wish to die themselves. Had the plan been successful, potentially hundreds of innocent civilians would have been brutally murdered either by the explosions or by the deadly projectiles that the nails would have become. London was saved by alert citizens who noticed something was amiss and took swift action.

The United States, because of lax border security and an inability to enforce its own immigration laws, will be next. Over the past few months, our news has been consumed with debate on an amnesty bill that would give legal status to millions of illegal aliens who have crossed the US/Mexico border. A red-faced, shrill Ted Kennedy would have us believe that these illegals are all here to pick lettuce. President Bush, who was adamant after September 11, 2001, that he would do all he could do to keep Americans safe, attempted to feed the American public the same false bill of goods. With the focus on the senorita cleaning motel rooms or the senor waiting outside Home Depot for a day labor job, Washington has forgotten that we are at war. We are at war with a sly, evasive enemy who preys on our unwillingness to secure our homeland. It should come as no surprise that the enemy is among us, waiting to strike. You have been warned.

On October 19, 2001, J. Zane Walley reported for World Net Daily "Arabs have been reported crossing the Arizona border for an unknown period. Border rancher George Morgan encounters thousands of illegals crossing his ranch on a well-used trail. He relates a holiday event: 'It was Thanksgiving 1998, and I stepped outside my house and there were over a hundred 'crossers' in my yard. Damnedest bunch of illegals I ever saw. All of them were wearing black pants, white shirts and string ties. Maybe they were hoping to blend in,' he chuckled. 'They took off, I called the Border Patrol, and a while later, an agent, Dan Green, let me know that they had caught them. He said that they were all Iranians.'

"According to Border Patrol spokesperson Rob Daniels, 'Ten Egyptians were arrested recently near Douglas, Arizona. Each had paid $7,000 to be brought from Guatemala into Mexico and then across the border.'

"According to the San Diego Union-Tribune, hours after the 9-11 attacks on the World Trade Center and the Pentagon, an anonymous caller led Mexican immigration agents to 41 undocumented Iraqis waiting to cross into the United States."

On March 22, 2005, The Christian Science Monitor reported, "in a Feb. 16 Senate hearing, Mr. Mueller cited the case of Mahmoud Youssef Kourani, who paid to be smuggled across the US-Mexico border in 2001. He pleaded guilty on March 1 to providing material support to Hezbollah and was sentenced to no more than five years in prison."

"The most recent sign, though, that terrorists may be thinking of entering the US from the south came from the mastermind of many of the terror attacks in Iraq, Abu Musab al-Zarqawi. Last week, US officials revealed that Mr. Zarqawi may be planning to broaden his campaign to include strikes in the US - and suggested it would be easy to infiltrate the US through the southern border."

On December 4, 2006, the editors of Family Security Matters did an extensive expose, "Border Security, Terrorism and You", on the terrorist threat from our southern border. In a comprehensive list of reports of terrorist threats to our country through the porous Mexican border, FSM reports that in 2005, "at least 850 people from countries of "special interest" were apprehended crossing the southern border. How many more successfully crossed is unknown."

On December 29, 2006, we wrote an article for GreatMindsThinkRight titled "Bolo – Adnan el Shukrijumah". On the FBI's Most Wanted List, Shukrijumah's extended stay in Mexico in 2004 raised some concern. Known for his desire to smuggle nuclear weapons into the United States to facilitate his "American Hiroshima", the Mexican border provides a welcome mat for his comrades to execute his dastardly plans. Shukrijumah was also the subject of Adrian Morgan's "The Islamists Nuclear Threat to America", published on Family Security Matters (June 20, 2007). Morgan lays out the threat to our nation that should shock every American into the war footing needed to fight the enemy on all fronts – in the Middle East and most importantly, here at home.

And Senate Majority Leader, Harry Reid (D-NV), as well as others in our government - "leaders" who were elected to protect us - want you to think that illegal immigrants only want to "do the jobs Americans won't do." Senator Reid and his clueless colleagues have forgotten to add to the list the illegal immigrants "who will do the terrorist bombings Americans won't do." With very good reason, common-sense Americans care far more about the latter than the former.

On June 2007, a plot to blow up the pipelines leading to New York's JFK Airport was thwarted and the perpetrators arrested. According to Mayor Michael Bloomberg, "The plot was hatched in January 2006 in New York and involved Muslim extremists from Guyana and Trinidad. It was broken up while still in the planning stages with the aid of an informant" and involved a former Evergreen airlines worker.

Three of the infamous "Fort Dix Six", who hatched a plot to attack Fort Dix, New Jersey, and kill American soldiers, entered the United States illegally through Mexico and, according to World Net Daily, "the three illegal aliens in the group – who came across the Mexican border – were pulled over a total of 19 times by local police for traffic violations but never reported to Immigration and Customs Enforcement because of sanctuary policies."

Ours is a country in denial – a denial underscored by ill-informed politicians in Washington, the mainstream media and by average citizens who refuse to acknowledge the fact that we are at war. Since the war's inception, "human rights activists" and other far left groups have demanded civil court trials for the enemy caught on the battlefield and sent to Guantanamo Bay. The civilian population can accept criminal acts – a daily occurrence that is handled admirably by our law enforcement and legal system. Unlike war, this does not disrupt their lives. But by admitting the obvious - that insurgents live and work alongside us – that would force them to make difficult decisions for which our politically correct society has not prepared them. In fact, worse than that, Washington will not build the fence on the US/Mexican border. They will not send armed soldiers to guard the borders, and they imprison Border Patrol agents for protecting this country from drug smugglers.

With this eery and inexplicable denial all around us, Americans must be vigilant just like the heroes who thwarted the bombings in London this weekend. We must get on a much-needed wartime footing and realize the war is already here. The truck bombs are here. The car bombs are here. The enemy is here. Are you ready to do your part?

FBI Urges Vigilance With 9/11 Anniversary in Sight

Fbiurgesvigil_mn A new FBI alert warns law enforcement agencies to remain vigilant for any "suspicious pre-operational" activity this summer, but noted that while the upcoming sixth anniversary of Sept. 11 might be an occasion for al Qaeda propaganda, fundamentalist terrorists have shown no tendency to use anniversary dates as the rationale for attacks.

"The anniversary of the 11 September 2001 attacks serves as a focal point for propaganda, but al-Qa'ida previously has not timed its operations to specific dates. However, al-Qa'ida has waited until attack preparations are complete," the bulletin released Friday said.

The bulletin also knocked down recent published reports of a possible suicide bomb attack on the White House this summer.

"According to an uncorroborated report, al-Qa'ida was contemplating attacking the White House and a U.S. Senate building with two suicide operatives before 11 September 2007. DHS and the FBI have no further information on this threat and doubt the credibility of the reporting," the bulletin read.

The Federal Bureau of Investigation and the Department of Homeland Security said the bulletin was issued "to re-emphasize the desire by terrorists to attack the United States." 

The Joint Homeland Security Assessment was careful to state that neither agency had any credible information regarding a specific threat on any target inside U.S. borders. 

But, the report noted, "Recent attacks in Britain and an Internet slideshow from al-Qa'ida's propaganda arm promising future attacks highlight the need for law enforcement to remain vigilant for suspicious, possible pre-operational activity."

TSA Alerts Nation's Airlines Of Terror Dry Runs in 2007

" MSNBC has posted the unclassified bulletin which outlines the "dry run" incidents at four US airports. All of the incidents involve passengers carrying what appear to be mock IEDs (improvised explosive devices). The first took place in September 2006 and the most recent occurred this month (July , 2007)."

UPDATE: Putting the public's right to know before the TSA's desire to conceal, MSNBC has posted the unclassified bulletin which outlines the "dry run" incidents at four US airports. All of the incidents involve passengers carrying what appear to be mock IEDs (improvised explosive devices). The first took place in September 2006 and the most recent occurred this month. Earlier today, after the TSA discovered the bulletin had been leaked, spokesperson Ellen Howe had this to say to the Associated Press:

"There is no credible, specific threat here," TSA spokeswoman Ellen Howe said Tuesday. "Don't panic. We do these things all the time."  

I asked a Federal Air Marshal what he thought of the TSA's advisory bulletin to law enforcement; he said he had not received anything from TSA on the threatening "surge in recent suspicious incidents." What this means is that the public is better informed about the current terrorist threat to airplanes — thanks to MSNBC — than our own, US Federal Air Marshals are. But don't panic. We do these things all the time.

(U//FOUO) A surge in recent suspicious incidents at U.S. airports may indicate terrorists are conducting pre-attack security probes and “dry runs” similar to dress rehearsals. Past terrorist attacks and plots show that such testing generally indicates attacks will soon follow, according to a joint FBI and Homeland Security assessment.
 
(U//FOUO) Transportation security personnel and law enforcement officers nationwide have intercepted several items at airports resembling improvised explosive device (IED) components. These items include wires, switches, pipes or tubes, cell phone components, and dense clay-like substances. The unusual nature and increase in number of these improvised items raise concern, and TSA personnel should continue vigilance for groupings of ordinary items that look like IED components. Terrorists may repeat operational tests to desensitize, distract, or adapt plans for specific environments. Linking repetitious probing incidents or associated items possibly could alert authorities to future terrorist plots, tactics, and personalities.

(U//FOUO) Recent Suspicious Incidents
(U//FOUO) Individuals involved in these incidents were of varying gender, and initial investigations do not link them with criminal or terrorist organizations. However, most passengers’ explanations for carrying the suspicious items were questionable, and some investigations are still ongoing. Many of the incidents caused airport terminal evacuations and at times, brief closures:

(U//FOUO) 5 July 2007, San Diego, CA–A U.S. Person’s (USPER) checked baggage contained two icepacks covered in duct tape. The icepacks had clay inside them rather than the normal blue gel.

(U//FOUO) 4 June 2007, Milwaukee, WI–The carry-on baggage of a USPER contained several items resembling IED components, such as a wire coil wrapped around a possible initiator, an electrical switch, batteries, three tubes, and two blocks of cheese.

(U//FOUO) 8 November 2006, Houston, TX–A USPER’s checked baggage contained a plastic bag with a 9-volt battery, wires, a block of brown clay-like minerals, and pipes.

(U//FOUO) 16 September 2006, Baltimore, MD–The checked baggage of a couple contained a plastic bag with a block of processed cheese taped to another plastic bag holding a cellular phone charger.

(U//FOUO) Past Examples of Dry Runs

(U//FOUO) A recent joint FBI and Homeland Security assessment provides some examples of past terrorist attacks and plots where dry runs or probing played a major operational role:

(U) August 2006 Plot to Blow up Airliners Using Liquid Explosives–Terrorists discussed dry runs to test airport security procedures.

(U) 7 July 2005 London Bombings–The operatives discreetly practiced a mock attack while riding the London subway in late June 2005.

(U) 11 September 2001 Attacks–The hijackers rehearsed events aboard transcontinental flights just months prior to the attacks.

(U) 1994 “Operation Bojinka” Plot– Ramzi Yousef planned to simultaneously bomb multiple airplanes while flying over the Pacific Ocean and his group conducted dry runs in environments similar to that of the intended targets.

(U//FOUO) The terrorist plots and attacks listed above demonstrate that operational test results hold unlimited value for terrorist planners and may even prepare terrorist operators for stress experienced on the actual attack day. Identifying dry runs and probes—even though they are often seen in the end stages of pre-attack planning—is key to preventing future terrorist attacks on transportation modes.

The Transportation Security Administration (TSA) has issued a bulletin warning the aviation sector of possible terror attacks based on what appear to be "dry runs" and "pre-attack security probes" at US airports. The warning comes after TSA screeners at airports in San Diego, Houston, Milwaukee and Baltimore confiscated several items from passengers that strangely resemble IEDs (improvised explosive devices). NBC news obtained a copy of the bulletin

According to the bulletin, dated July 20, TSA personnel have confiscated items "resembling improvised explosive device (IED) components." The items included wires, switches, pipes and "dense clay-like substances," and were found not only at Lindbergh Field, but also at Milwaukee, Houston and Baltimore's airports. The finds were described as a "surge in recent suspicious incidents."

…law enforcement and airport officials are urged to be aware that terrorists "may be" conducting "pre-attack security probes" or "dry-runs" at airports across the country, including San Diego.

Two separate incidents involving mock IEDs were alarming in their similarities: 

In two of the four incidents, the TSA said blocks of processed cheese were connected to wires and an electrical switch, or the cheese was taped to a bag holding a cell-phone charger.

Sounds like a mock IED? Of course it does. Why would any airplane traveler in their right mind travel with such a thing during an already jittery summer where people are still trying to wrap their brains around the newest item on a terrorists' resume: medical doctor. (Those who can cure you will kill you.) But could the TSA make a link to terrorism? Of course they couldn't. 

While the people found carrying the items were not linked to terrorist organizations, the TSA said, "most passengers' explanations for carrying the suspicious items were questionable, and some investigations are still ongoing."

Why does this sound familiar? Because it is. Just a few months ago, I wrote a column for WomensWallStreet.com about Fadhel al-Maliki, the Iraqi national caught at Los Angeles International Airport with a mock IED hidden up his rectum. That wasn't "officially" linked to terrorism either. So what were the wires for? Read on:

On March 6, 2007 Fadhel al-Maliki, a 35-year old Iraqi national, attempted to board an early morning, cross-country, US Airways flight out of Los Angeles International Airport. Hidden in his rectum was a device containing electrical wires, chewing gum and a rock. An airport screener noticed that al-Maliki was acting suspiciously. "He was nervous and sweating," I was told by the FBI.

Al-Maliki was asked to step aside and answer a few questions. Also according to my interview with the FBI, only after some heavy questioning about his odd behavior, and after being repeatedly asked by federal agents why he was sweating, did the former security guard admit to the untoward items hidden inside his lower body cavity. "They are for therapeutic reasons…to relieve stress," al-Maliki said. He claimed the rock was from another planet. The bomb squad was called in.

Larry Fetters, security director for the Transportation Security Administration (TSA) at the airport, told reporters that al-Maliki "was secreting these items in a body cavity and that was a great concern because there were also some electric wires associated with that body cavity." Then Fetter stated, "there never was a threat."  

People around the country began to have a prurient, scatological field day with the circumstances under which al-Maliki had been caught. Newspaper headlines like "Bum Threat Triggers Alert" helped the jokes roll along as did chuckles from law enforcement officials; the first FBI agent I spoke with laughed during our interview.What al-Maliki had done in trying to board an airplane with a "device" concealed up his bum  — no matter how suspicious (and/or perverted) it is — was not a crime. Then again Mohammad Atta was not a terrorist on September 10. But why was al-Maliki still being detained by Homeland Security as the hah-hah articles were going to print? It's all so funny — until the next plane disappears off the radar screen, I suppose.

I just got off the phone with Robert Hayden, the heroic subject of today's Boston Globe article, Graying Duo Keep Passenger in Check. Hayden — a former police chief and former Undersecretary of Public Safety in Massachusetts — was the passenger who handcuffed one man and subdued another man on Northwest Airlines Flight 720, last Saturday.

The two, security-threatening passengers — men allegedly from the Philippines — had been acting strangely during the flight. On both the ascent out of Minneapolis and the descent into Boston, both men simultaneously stood up. One laid down in the aisle, screaming, while the other man stood over the prostrated man.

As the plane was landing, Hayden took being a John Doe to a new level. In a crisis situation, Hayden didn't just see something and say something, he saw something and did something. From The Globe:

Shortly before landing, Bob Hayden and a flight attendant had agreed on a signal: When she waved the plastic handcuffs, he would discreetly leave his seat and restrain an unruly passenger who had frightened some of the 150 people on board a Minneapolis-to-Boston flight Saturday night with erratic behavior.

Hayden, a 65-year-old former police commander, had enlisted a gray-haired gentleman sitting next to him to assist. The man turned out to be a former US Marine.

"I had looked around the plane for help, and all the younger guys had averted their eyes. When I asked the guy next to me if he was up to it, all he said was, 'Retired captain. USMC.' I said, 'You'll do,' " Hayden recalled. "So, basically, a couple of grandfathers took care of the situation."

According to my interview with Hayden, the two, South East Asian men — acting in consort — were suspicious from the get go. "Before the flight took off, the flight attendants had to repeatedly tell the men to get in their seats." The plane took off. Immediately after the Captain made the first announcement, Hayden told me that, "like clockwork, the first [SE Asian] guy got out of his seat and laid on the floor and started yelling. The other guy [traveling with him] stood over him, mumbling and gesturing. To me, it looked strange. It looked staged. So I got up and walked the aisle to see if there was anyone else on board who might be part of it." 

Hayden didn't sense that there was anyone else in the duo's group. "For the next two hours, they made people pretty upset," Hayden said. "One of the guys was wild-eyed and strange looking," Hayden said. "He kept walking the aisles. The other guy pulled his luggage out from the overhead and started sifting through it. People were scared." Hayden offered to help the flight attendant if she needed assistance, identifying himself as "an ex-cop." 

As the plane started its descent, the Captain made another announcement. Hayden explained what happened next: "Like clockwork, these two guys pop up out of their seats like something from The Manchurian Candidate. One lays down on the floor and starts yelling and the other guy is over him."

That's when the flight attendant gave Hayden the signal. Hayden and the former US Marine subdued the two Asian men using a set of plastic handcuffs given to them by the flight attendant. They also used a seat belt.

I asked Hayden what he thought happened on Northwest Flight 720. "There seem to be two possibilities of what happened on that flight," Hayden told me. "One, they were insane. But it's unlikely that two insane people would be traveling together. Two, it was a diversion or a probe to see how people react. It was bizarre and it was prompted. As soon as the Captain said something, on ascent and on descent, they were up out of their seats like Siamese twins." 

According to The Globe, State police troopers escorted the men off the flight. No word on whether or not Homeland Security officials are involved.

At the end of our interview, Hayden directed me to his favorite part of The Globe article — the part about his wife:  

Hayden's wife of 42 years, Katie, who was also on the flight, was less impressed. Even as her husband struggled with the agitated passenger, she barely looked up from "The Richest Man in Babylon," the book she was reading.

"The woman sitting in front of us was very upset and asked me how I could just sit there reading," Katie Hayden said. "Bob's been shot at. He's been stabbed. He's taken knives away. He knows how to handle those situations. I figured he would go up there and step on somebody's neck, and that would be the end of it. I knew how that situation would end. I didn't know how the book would end."

Hayden gave me a few more details. "We left the airport, drove home, stopped at the grocery store, bought some groceries — the whole time my wife didn't say a thing about the flight. As we were getting ready to go to bed, she comes over, stands up and gives me a kiss. 'By the way' she says to me, 'Good job on the airplane.'"

It’s Not Paranoia If They’re Really Out to Get You

In June 2004, Annie Jacobson and her family were flying from Detroit to Los Angeles when she observed suspicious behavior on the part of several Muslim-looking passengers and warned the crew. The article she wrote about it for WomensWallStreet.com caused a minor sensation, with conservatives saying it proved that the government was falling down on the job of protecting air travelers, and liberals telling her to take a “chill pill.”

(Disclosure: in what seems another lifetime, Jacobson was a college acquaintance.)

Now the Department of Homeland Security has released its report on the incident (you can find it on Jacobson’s site, here) and, in the opinion of Ed Morrissey at Captain’s Quarters, it “confirms that Annie Jacobsen accurately recounted suspicious activities on a Northwest flight from Detroit to Los Angeles in the summer of 2004, and that a number of Syrians attempted a dry run for a terror attack. Eight of the 12 had already been flagged for criminal or suspicious behavior, and the apparent leader was involved in a similar incident later as well.”

Patterico tracked down current Federal Air Marshal, P. Jeffrey Black, quoted in the Washington Times article, Security Flaws Confirmed on Flight 327, and publishes a fascinating letter by Air Marshal Black. Here's an excerpt

Do I personally believe flight 327 was a terrorist probe or dry run?

In my opinion, and based upon my experience flying hundreds of missions since 9/11, my answer is, yes it was. Do I know 100% for sure? No, of course not. Short of obtaining signed confessions from all 13 Syrian “musicians” involved, only they know for sure what their true intentions were for acting so “suspicious” during the flight. And this is exactly why the Inspector General’s report doesn’t conclude, without a doubt, that their actions were positively construed as a probe or dry run. The only people who know this for sure were allowed to freely leave the country and fly back to Syria without ever being thoroughly interrogated. And remember, a third of the Inspector General’s report is still highly redacted.

Nevertheless, many air marshal colleagues I have spoken with concur with my conclusion, but don’t expect them to go public any time soon. Every air marshal that has whistleblown publicly so far has been summarily terminated one way or another. It is just a matter of time before I receive my retaliatory pink slip. I am sure there are TSA/FAMS management bureaucrats in a basement somewhere at this very moment, scheming and drawing up battle plans to attack my character and veracity. I wouldn’t expect anything less from the Transportation Security Administration.

This morning, Annie Jacobsen appeared on Fox & Friends and was interviewed regarding her experience on Northwest Flight 327.  The interview was followed by a TSA spokeswoman attempting to carry out political damage control, and she tried unsuccessfully to discredit the current and former Federal Air Marshals who publicly came forward to expose agency management incompetence and inaction.

The Department of Homeland Security has declassified the Inspector General's report on Northwest Flight 327 — a flight which I was a passenger on back in June of 2004. It took the US government two years and eleven months to confirm what I have been writing since the flight landed — in my 28-part series for WomensWallStreet.com and in Terror in The Skies, Why 9/11 Could Happen Again (Spence 2005) i.e:

  • The flight was a dry run for a future terrorist attack involving planes.   
  • The Federal Air Marshal Service grossly mishandled what happened during the flight.   
  • The Syrians terrified flight crew and passengers.   
  • The Federal Air Marshal Service grossly mismanaged what happened after the flight landed in Los Angeles.
  • The Federal Air Marshal Service attempted to cover up their egregious incompetence by issuing false statements and misleading the public about the severity of what happened on the flight.

Audrey Hudson of The Washington Times has a Page One article today, Sunday, "More Details on Flight 327 Released." According to the paper, Hudson will report further on the DHS declassified investigation on Wednesday.

The Project on Government Oversight (POGO) obtained a copy of the fifty-one page report through a Freedom of Information Act (FOIA) which you can download from their website.

Ironic note: DHS now refers to the group as a "band" (in quotes) because the Syrians were not a band — that was their cover. The declassified DHS report also confirms what I reported last month: that the Syrians from Flight 327 were involved in an earlier dry run — on January 28, 2004. The FBI had flagged this dry run into their incident base six months before Northwest 327 took flight.

Federal investigators have received evidence that some Middle Easterners in the New York area were warned ahead of time to stay out of lower Manhattan the morning of Sept. 11, the Daily News has learned.

The FBI was able to confirm several such warnings occurred but has been unable to discover the source of the warnings.

Agents with the FBI's Joint Terrorist Task Force have interviewed school officials in Jersey City and Brooklyn and questioned members of a Bronx mosque about the warnings, sources told The News.

James Margolin, a spokesman for the FBI's New York office, confirmed that agents were looking into several reports of warnings that preceded the attack against the World Trade Center.

"Among the e-mails and tips we received are a number of reports of people overhearing people boasting about or warning about coming attacks," he said.

Suspicious Comments

He declined to discuss specifics and would not say whether any of the 600-plus people detained in the terror probe were questioned about pre-attack warnings.

But officials and sources familiar with the investigation said the incidents include the following:

Jersey City school administrators confirmed that several days before the attack, a student of Middle Eastern descent issued a vague warning not to travel into lower Manhattan the morning of Sept. 11.

Joanne Kenny, associate superintendent of the Jersey City public schools, said, "Crisis staff determined that comments made or notes written were serious enough so we called the juvenile bureau of the Jersey City police and they followed up."

Sources Not Found

Jersey City police did not return calls seeking comment, but a source said the matter wound up being investigated by the FBI's Joint Terrorist Task Force.

Kenny wouldn't discuss the nature of the warning or reveal the name of the student who made the comment. But a source said federal authorities investigated the matter and could not determine the source of the warning.

"They ran into a dead end, and whoever may have given the warning denied it," the source said.

In the Bronx, federal investigators received reports about a similar warning at a mosque, sources said. The sources would not reveal the name of the mosque.

Sources with the Joint Terrorist Task Force questioned dozens of members of the mosque, many of whom told agents they had been given a vague warning to stay out of lower Manhattan on Sept. 11, sources said.

One source said investigators again hit a dead end when the mosque's hierarchy denied having prior knowledge of the attack.

The source pointed out that in years past, law enforcement had received tips about warnings to stay away from specific locales and of planned attacks that never materialized.

"There's a cry-wolf aspect to this that you need to put this in context," the source said.

At Brooklyn's New Utrecht High School, the FBI was notified that a Pakistani student in a bilingual class "made a comment to a teacher the week prior about the twin towers," said Karen Finney, spokeswoman for the Board of Education.

Finney would not reveal the nature of the comment, but the Journal-News of Westchester reported yesterday that the student pointed at the tower during a heated political argument and declared, "Look at those two buildings. They won't be here next week."

School officials would not release the name of the student, but said he was still attending classes at New Utrecht. They said they notified New York police and that the matter was turned over to the FBI.

I don't know what the status of the FBI's investigation is," Finney said.

Police: Student spoke of attacks before Sept. 11

BROOKLYN — Authorities are tracking numerous leads that some people, including members of the Arab-American community, heard rumors of the terrorist attacks on New York and Washington in the days leading up to the hijackings, law enforcement sources say.

"There have been leads where someone has alleged to have heard someone else boasting about how the attack was going to happen before it happened," said Jim Margolin, a spokesman for the FBI in Manhattan.


In Brooklyn, a high school freshman who recently immigrated from Pakistan was investigated by federal agents after his teacher reported that he had predicted the Trade Center's collapse a week before the towers were attacked.


The student pointed out a third-story window of New Utrecht High School toward the Trade Center and said, "Do you see those two buildings? They won't be standing there next week," according to three police sources and a city official familiar with the investigation. They said the comment came in the midst of a heated political discussion the student was having with his teacher in an English class for Arab-American students.


New York City Board of Education spokeswoman Catie Marshall confirmed that school officials reported the matter to police within minutes of the Sept. 11 attack.


The boy's teacher, Antoinette DeLorenzo, declined to comment, but students said that FBI agents and NYPD detectives descended on the school on Sept. 13 to interrogate the student and others in his class.


Brooke Lillman, a 15-year-old sophomore, said that when the news of the attack began circulating in the school, DeLorenzo locked her classroom door, fearing her students could be attacked by their peers.


A veteran city police detective familiar with the case said investigators have been learning that many people in New York's Arab-American community had heard rumors about the Sept. 11 attacks before they occurred.


The officer said the story "had been out on the street," and the number of leads turning up was so "overwhelming" that it was difficult to tell who had heard about the attacks from second-hand sources and who had heard it from someone who may have been a participant.

For example, since Sept. 11, various leads have been investigated regarding Middle Eastern employees who may not have shown up for work at the World Trade Center that morning.

One detective conducting such investigations in Brooklyn said they had become "a serious and major priority."


According to a recent report on the Sept. 11 attacks issued by the British government, intelligence sources have found that Osama bin Laden himself made comments before Sept. 11 that "he was preparing a major attack on America," and warned many of his associates to return to Afghanistan by Sept. 10. The report further states that known associates of bin Laden were naming Sept. 11 as a date of action.


Federal agents who visited the New Utrecht school questioned the student and his older brother, who also attends there, the sources said. Afterward, the agents tried to question their father, who chastised them for harassing his children, they said.


Police sources said that, after the interviews, the boy's father left for Pakistan. After his departure, investigators conducted a second interview with the boy and his mother, who told them that her son was having psychological problems.

The boy and his brother have returned to school, but police said the FBI discussed keeping them under surveillance.

School officials closed the school on Sept. 12, but FBI agents and city police combed the building the following day. They searched the backpacks and lockers of various students with Middle Eastern backgrounds, and spent several hours interviewing them in a locked room.

"There were cops all over the building," said Julian Sulaj, a 17-year old senior at the school. "It was security to the max."

The American-Arab Anti-Discrimination Committee in Washington, D.C., said Brooklyn has the largest population of Arab-Americans in New York City.

According to a federal indictment against bin Laden, FBI agents have linked the former Alkifah Refugee Center on Brooklyn's Atlantic Avenue to the Saudi fugitive-exile's terrorist network, al-Qaida.

Trade Center warning baffles police
An ‘urban myth’ turns out to be true — but what does it mean?

NEW YORK, Oct. 12 — I went to Brooklyn this week in search of an “urban myth” about the World Trade Center attacks. What I came back with was no longer a myth — it was cold, chilling fact. But it didn’t clear anything up for me; that the “myth” was true only made matters murkier. Was word of the attacks on the street beforehand? I wanted to find out.

SCHOOL OF RICH DIVERSITY
       New Utrecht High School in Bensonhurst, Brooklyn, is a wonderful melting pot. The day I visited, two girls — one Chinese, one Russian — sat poring over SAT prep material near polling booths set up for the the New York City mayoral runoff. I heard at least three languages spoken I couldn’t even begin to identify. The school offers courses in Urdu because 116 students come from Pakistan.



 

       Outside the school, Bensonhurst has changed immeasurably since the days of black versus white racial confrontation in the 1980s. Immigrants, many of whom speak little English, far outnumber native speakers on the streets. The restaurants and shops offer food from dozens of countries.

       Since September 11, hundreds of leads have poured into the local police precinct, but incidents have been few. Someone tried to throw a Molotov cocktail into a mosque, but it hit a canopy pole instead of the building and did little damage. Reports that Arab immigrants had been cheering at a local supermarket after the towers collapsed (a frequent rumor around the country) were investigated and turned out to be false. So were the dozens of rumors of Arabs mysteriously disappearing from their homes just before the attack. 

       The police say they have been working closely with two of the three mosques in the area. One is run by an Irishman who converted to Islam and became an imam; the other by a baggage handler for American Airlines. This latter fact, not surprisingly, aroused a great interest at first. His friends in the community thought he might lose his job. But the imam is backed by the airline and remains close to the police in the area. “I feel sorry for the dark-skinned people in the neighborhood,” says a police officer. “They’ve done nothing wrong and most have been cooperative.”
       
STRANGER THAN FICTION
       It’s that context that makes the story of the Pakistani freshman so strange. I can’t tell you who filled in the details for me; the heat is on and the FBI is particularly jumpy. Both teacher and student have, with the help of the school, successfully ducked all efforts to contact them. But here’s what I’ve pieced together:

       On September 6 — five days before the attack — Antoinette DiLorenzo, who teaches English as a second language to a class of Pakistani immigrants, led a class discussion about world events. She asked a freshman (his name has been withheld): “What are you looking at?” The youth was peering out the third floor window toward lower Manhattan. After he made the remark about the World Trade center not being there next week, the teacher didn’t immediately think much of it, though it stuck in her mind.

       On September 11, school was canceled after the attack and again the following day. On Thursday September 13, a clearly agitated DiLorenzo, saying she had been afraid to come forward, reported the incident to the principal’s office. “It scared the hell out of everyone,” according to a source at the school. 

       The police and FBI were alerted and twelve NYPD officers entered the school and secured DiLorenzo’s classroom for three hours, locking the doors with the students inside. While the students were brought lunch and a movie and told to be calm, the youth in question and his older brother, a sophomore, were taken to be interrogated by the FBI, stationed at the police precinct nearby. 


       DiLorenzo, the key to the believability of this story, was also questioned. She was described by school officials as having a superb and unblemished record in the New York school system. A police source described her as “100 percent credible.”


       Moreover, according to police, the youth confirmed having made the September 6 statement about the towers. At the moment he did so, his older brother elbowed him, said he had been “kidding,” and the youth in question agreed. The younger brother seemed upset and said he was “having a bad day.” When asked why, he said that his father was supposed to come back from Pakistan that day. Further details of the interrogation are unclear, in part because the FBI is not discussing it.


       Because of the suspension of air travel, it took the father a few days to return. About a week after September 11, the father visited the school and angrily asked why his sons had been interrogated by the authorities. He said that his family’s constitutional rights had been violated.
       Having done nothing wrong beyond spreading a rumor that turned out to be true, the student was returned to his classroom. He remains in the school.


       The FBI placed the boy’s family under surveillance but, according to sources, does not see a connection to the plot to blow up the towers. The case remains under investigation, but with thousands of leads, it doesn’t appear to be going anywhere.
       
TRUTH NO ANSWER
       So what to make of all of this? There is no doubt in my mind that the story is true. But what does it mean?
       There are only three possibilities: 1.) the youth was clairvoyant; 2.) the youth, knowing about the 1993 bombing, was just venting anger in a particularly timely way; 3.) word of the attack on the World Trade Center was rumored in his family or neighborhood and he heard about it.


       Investigators don’t know what to believe. On the one hand, one argues, “This is too much of a coincidence that the kid said this” before September 11. On the other hand, scores of tips in the area have not checked out when pursued by police. One police officer says he would need a couple of other similarly confirmed cases to conclude definitively that word was on the street.


       In the meantime, police and school authorities in Brooklyn are looking ahead. “It’s creepy,” one told me before I got on the subway to go back to the office. “But what the hell are we going to do about it now?”

A War We Just Might Win

VIEWED from Iraq, where we just spent eight days meeting with American and Iraqi military and civilian personnel, the political debate in Washington is surreal. The Bush administration has over four years lost essentially all credibility. Yet now the administration’s critics, in part as a result, seem unaware of the significant changes taking place.

Here is the most important thing Americans need to understand: We are finally getting somewhere in Iraq, at least in military terms. As two analysts who have harshly criticized the Bush administration’s miserable handling of Iraq, we were surprised by the gains we saw and the potential to produce not necessarily “victory” but a sustainable stability that both we and the Iraqis could live with.

After the furnace-like heat, the first thing you notice when you land in Baghdad is the morale of our troops. In previous trips to Iraq we often found American troops angry and frustrated — many sensed they had the wrong strategy, were using the wrong tactics and were risking their lives in pursuit of an approach that could not work.

Today, morale is high. The soldiers and marines told us they feel that they now have a superb commander in Gen. David Petraeus; they are confident in his strategy, they see real results, and they feel now they have the numbers needed to make a real difference.

Everywhere, Army and Marine units were focused on securing the Iraqi population, working with Iraqi security units, creating new political and economic arrangements at the local level and providing basic services — electricity, fuel, clean water and sanitation — to the people. Yet in each place, operations had been appropriately tailored to the specific needs of the community. As a result, civilian fatality rates are down roughly a third since the surge began — though they remain very high, underscoring how much more still needs to be done.

In Ramadi, for example, we talked with an outstanding Marine captain whose company was living in harmony in a complex with a (largely Sunni) Iraqi police company and a (largely Shiite) Iraqi Army unit. He and his men had built an Arab-style living room, where he met with the local Sunni sheiks — all formerly allies of Al Qaeda and other jihadist groups — who were now competing to secure his friendship.

In Baghdad’s Ghazaliya neighborhood, which has seen some of the worst sectarian combat, we walked a street slowly coming back to life with stores and shoppers. The Sunni residents were unhappy with the nearby police checkpoint, where Shiite officers reportedly abused them, but they seemed genuinely happy with the American soldiers and a mostly Kurdish Iraqi Army company patrolling the street. The local Sunni militia even had agreed to confine itself to its compound once the Americans and Iraqi units arrived.

We traveled to the northern cities of Tal Afar and Mosul. This is an ethnically rich area, with large numbers of Sunni Arabs, Kurds and Turkmens. American troop levels in both cities now number only in the hundreds because the Iraqis have stepped up to the plate. Reliable police officers man the checkpoints in the cities, while Iraqi Army troops cover the countryside. A local mayor told us his greatest fear was an overly rapid American departure from Iraq. All across the country, the dependability of Iraqi security forces over the long term remains a major question mark.

But for now, things look much better than before. American advisers told us that many of the corrupt and sectarian Iraqi commanders who once infested the force have been removed. The American high command assesses that more than three-quarters of the Iraqi Army battalion commanders in Baghdad are now reliable partners (at least for as long as American forces remain in Iraq).

In addition, far more Iraqi units are well integrated in terms of ethnicity and religion. The Iraqi Army’s highly effective Third Infantry Division started out as overwhelmingly Kurdish in 2005. Today, it is 45 percent Shiite, 28 percent Kurdish, and 27 percent Sunni Arab.

House Devolves Into Verbal Fracas

WASHINGTON —  The House nearly grinded to a halt Friday as Republicans and Democrats continued to feud over a screwball vote from Thursday and the electronic voting system went down later in the day.


Lawmakers had planned on cramming several votes into the day as they neared their month-long summer recess, scheduled to start at close of business Friday. But Thursday night's disputed vote rubbed nerves raw and pushed negotiations over how to proceed into the afternoon.


Thursday night, House Republicans had offered a so-called motion to recommit on the agriculture appropriations bill, which would have stalled the bill on the House floor and sent it back to committee. Republicans said the changes to the bill under their motion, if approved, would have prevented illegal immigrants from benefiting from new provisions in the agriculture bill.


As that vote was coming to a close, Rep. Michael McNulty, D-N.Y. — who at the time was in charge of the floor — gaveled the vote closed at a dead heat, 214-214, a vote that would signify that the effort to stall the bill failed.


But the electronic board in the House at that moment showed Republicans with the higher ground at 215-213. This prompted the shouting and boos. Republicans, already rankled by longer-than-expected preliminary votes leading up to a final vote on the agriculture bill, started shouting "Nay! Nay! Nay!"

Moments later, the board showed that Democrats had the upper hand, with 216 votes to the Republicans' 212. In protest of the last-minute shifts, Republicans marched off the House floor.

In an attempt to appease Republicans, House Majority Leader Steny Hoyer of Maryland quickly offered a motion that would allow a revote on the matter, but the attendance for that motion was decidedly fewer: 216 yeas, 12 nays and 55 voting only "present."


On the final vote, the agriculture bill passed on a 237-18 vote, with 13 voting "present."

Nerves were still raw Friday morning, but in mano-a-mano deal-making between two top House lawmakers, the two sides of the aisle appeared to reach a truce.


On the House floor, members gathered to try to sort out what happened and to mend fences. Hoyer offered a resolution to hand the matter over to the House ethics panel and offered a personal apology to his Republican counterparts over the blow-up.


"The minority was understandably angry," he said.


House Minority Leader John Boehner avoided harsh criticism but said the ethics panel resolution would be unfair because of the majority control by Democrats — adding that it would be like putting the matter "in a black hole."


McNulty apologized for calling the vote prematurely.

"I just want to express regret to all the members in the House, and especially the minority, of any role that I may have had in that confusion," McNulty said.


After talking it over, Hoyer and Boehner agreed to not press any further with either of their resolutions and move on.


Boehner urged his colleagues to take the approach that, "What happened last night, happened last night."


Later in the day, Boehner was less willing to give. In a statement he issue with Minority Whip Roy Blunt of Missouri, they said a meeting they had Friday with Hoyer didn't fix the problem: Democrats still refused to reverse the vote.


"The right course of action is for the Democratic leadership to respect the will of the House and the American people by allowing the actual vote to stand," Boehner and Blunt said.

And with the exception of two votes — on providing money for the collapsed bridge in Minneapolis, and amending the Foreign Intelligence Surveillance Act — they said "the House should not proceed with work on any other business until last night's vote to deny taxpayer-funded benefits to illegal immigrants is restored."


But as the House was set to take up a preliminary vote on FISA, sometime around 3 p.m., the House electronic vote tallying system failed. It was up by 4 p.m., but not long after, the administration sent its notice that the version of the bill being considered — being pushed by Democrats — wasn't unacceptable.
